This section presents analysis of monitoring design and regulatory process, drawing on the evidence documented in the Reports section. Where the reports establish what has been observed, these papers examine whether existing monitoring and governance systems are structured to detect, escalate and act on findings of this kind.

This three-part series examines the architecture of environmental monitoring and assurance within UK onshore hydrocarbon regulation. The first paper develops the monitoring framework, the second applies it to the West Newton A planning application as a structured stress-mapping exercise, and the third extends the analysis to detectability, evidentiary burden and environmental assurance.

The paper contrasts systems designed mainly to confirm expected behaviour with architectures that actively test uncertainty and support adaptive reassessment.

Preston New Road: Technical Assessment of Hydrogeological Risk, Monitoring and Governance Limits

A source-based assessment of the assumptions used to govern shale-gas development in a complex and faulted geological setting. It examines hydrogeology, induced seismicity, monitoring design, planning assumptions and regulatory response at Preston New Road. The paper finds that monitoring was largely structured to confirm predicted behaviour, while some plausible alternative pathways and distributed responses remained difficult to test or exclude within the systems used.
